Overhaul docs for Windows filemon install

sheesh, hopefully this is "most" of it..although definitely still not
all we need yet..

+The only thing "officially" supported on Windows is the Rattail File
+Monitor service.  As such that is the main focus for this section of
+the manual.

+Other things are likely possible and some may even be straightforward,
